Overview

Welcome to the Training Package for Facilitators Paying Attention: Addressing Gender in Education in Emergencies. 

Crises have serious and different impacts on the lives of women, girls, boys and men. Educational needs may change, as may the possibilities for girls and boys to attend school. Male and female teachers have different experiences and priorities that need to be addressed. To ensure that all girls and boys benefit equally from education in emergencies, it is critical to understand the social and gendered dynamics that might affect or place constraints on them. This training package serves as a capacity-strengthening tool that will deepen participants' understandings of gender equity issues in emergencies, post-crisis and contexts of fragility.  Grounded in existing gender frameworks, tools and strategies, the Training Package makes links to the INEE Minimum Standards, Sphere Standards, and the IASC Cluster Approach.

Paying Attention: Addressing Gender In Education In Emergencies training package was developed by the International Rescue Committee, with the participation of the INEE, UNGEI, and UNICEF.  The Training Package was piloted in the Philippines and Switzerland and incorporates the learning of the pilots and feedback of participants. 

Objectives

This package provides facilitators with the tools, resources and background materials necessary to conduct a training on addressing gender inequality in education, allowing the trainer to:

  • Deepen participants’ understanding of gender inequalities created by emergencies and their impact on education opportunities and experiences of girls and boys,
  • Familiarize participants with a range of tools, strategies and processes that can be used in practice to address gender disparities in and through education, and;
  • Share examples of promising practices from field experience of gender related policy and program development and plan for further collaboration.

How to use the Training Package

This training package is comprised of nine individual folders.  Each folder contains:

  • A Facilitators’ Guide for the Session
  • Relevant Training Session Power Points
  • Any Handouts and Background Resources

The entire workshop is approximately 15 hours in duration and should be delivered over 3 consecutive days.  Alternately, you may want to tailor the training to your particular purpose.  In this case, it is advised that any training commence with the Introduction (Session 0) and the Conceptual Framing (Session 1) with sessions of the Facilitator’s choice tailored to the level of the participants’ existing knowledge of the issue.

The facilitator should start with the General Guidance for the Facilitator, before exploring the sessions below.

Gender concepts, processes, strategies in education in emergencies- situated in the broad context of education reform and sector development; relationship to specific tools such as the INEE Minimum Standards which support the development of context-specific, transitional strategies for safe, protective education provisions for all affected children and youth.

Application of gender concepts and gender mainstreaming approaches to specific situations- with a focus on different forms, levels and “moments” of assessment.

Opportunity to share country case studies; sharing of strategies, resources, common issues, challenges, concerns etc

Building on conceptual frameworks, gender mainstreaming strategies and approaches with country case studies; opportunity to develop scenarios with assessment data, strategies and relevant indicators.

Opportunity to learn from the experiences of and strategies for ensuring attention to gender equality in education planning in emergencies, post-conflict and contexts of fragility  - through coordination mechanisms such as Education Clusters, UNGEI fora etc.
